Various routes in 14 states, called lines, provided safe stopping places (stations) for the leaders (conductors) and their charges (packages) while fleeing north, sometimes to Canada. The system developed in defiance of the Fugitive Slave Acts and was active mainly from 1830 to 1860. An estimated 40,000 to 100,000 slaves used the network. Assistance was provided mainly by free blacks, including Harriet Tubman, and philanthropists, church leaders, and abolitionists. Its existence aroused support for the antislavery cause and convinced Southerners that the North would never allow slavery to remain unchallenged.

It was neither underground nor a railroad, just as nowadays an underground newspaper does not come from under the ground and the information superhighway is not a highway for cars to drive on. But railroads were the new technology of the 1840s and the fastest way of getting from one place to another, so when Southern slaves were whisked almost invisibly across the North to freedom in Canada, it seemed as if a railroad had been operating somewhere under the ground.

Underground railroad was used as early as 1842 in a publication known as the New York Semi-Weekly Express: "We passed 26 prime slaves to the land of freedom last week.... All went by 'the underground railroad.'" And the name caught on quickly. To the escaping slaves and the abolitionists who helped them, underground railroad implied mystery, speed, and power. To slaveholding southerners, it likewise implied mystery, speed, and power, thus justifying their demonizing of the radicals who attacked their peculiar institution (1840). The term was, however, somewhat misleading to both sides in that it made the clandestine journey seem more organized and systematic than it actually was.

Those involved in the underground railroad soon elaborated on the railroad language. There were passengers, the escaped slaves themselves. There were stations, the houses and barns along the way where the slaves were hidden by sympathetic Northern whites and free blacks. And there were conductors who took the passengers from station to station. A ride on the underground railroad was indeed a ticket to freedom.

Underground Railroad, a term that was coined during the 1840s to designate a system of secret networks of escape routes and hiding places used by runaway blacks seeking safety as they made their way from the southern slave states to freedom in the North. To aid these runaways, sympathetic Americans served as "conductors" along these land and sea routes stretching out of the South through the North and into Canada.

The concept of a system of escape routes out of slavery predates the antebellum era, when the development of train travel inspired the clever appellation "underground Railroad." During the colonial period, a viable system of escape routes existed as both a protest and political movement. The "railroad" of these years engaged enslaved and free blacks, whites, and significantly, Native Americans. Its changing character over time allows for a generalized thesis about the railroad's three phases of development.

During the initial phase, Native American nations like the Tuscaroras aided fugitive slaves as part of their war against the colony of North Carolina at the beginning of the eighteenth century. Tuscaroras and blacks formed a community, first in eastern North Carolina, and then as maroons in the great Dismal Swamp. When the Tuscaroras were invited to join the Five Nations of the Iroquois Confederacy, the center for the Native American freedom networks shifted to Iroquois country in colonial New York. After American independence, fugitives could fabricate free identities through the Iroquois binational system of encampments. Native Americans in the Deep South often accommodated slavery, but on the frontier of planter society they endangered the slaveholders' enterprise. The outlying Seminole nation, an Afro-Indian people in Florida, took abetting fugitive slaves to its logical limit. Blacks among the Seminoles became not only free but also constituent citizens and soldiers.

The early freedom networks organized by European settlers in British North America originally stemmed from religious conscience. German Quakers in Pennsylvania were the first to renounce slavery on religious authority in 1688. Quakers and other pietists slowly moved from benevolence toward blacks to a faith-driven collaboration to aid fugitives. Like the "righteous gentiles" of a later period, these conscientious believers took personal responsibility for the earthly fate of the oppressed. Quakers,

Dunkers, Mennonites, and Shakers, later joined by those from the theologically radical wings of Baptism and Methodism, almost certainly constituted the first institutional skeleton of the later, secular, and more elaborate underground Railroad.

In its third phase, the sophistication of the underground Railroad of the antebellum period was propelled by a number of important developments. The rise of a republican "conscience"—a secular antislavery sensibility parallel to the Christian one—swelled the numbers of Americans willing to risk aiding fugitives. The ideology of the Revolution and consequent state emancipations in New England raised serious doubts about the compatibility of republicanism and slavery. Moreover, the rapidly growing class of free blacks became the new engine for the railroad. Harriet Tubman's amazing career is emblematic of this important shift. Free blacks identified with the slaves, provided places of refuge in their settlements, and were most often the engineers to freedom in both the South and the North.

The Underground Railroad as a social movement matured during the first half of the nineteenth century, when its various constituencies began to merge ideologically as abolitionists and intellectually as a spiritually influenced grassroots republican faction. The spokesmen for slavery were right to fear this movement. The railroad was, in an important sense, simply a functional arm of radical abolitionism. It engaged abolitionists committed to immediate and concrete action against slavery. In addition, in helping individual women and men escape to freedom, the railroad facilitated creation of the most potent weapon of abolitionism: first-hand testimony on the evils of slavery. Frederick Douglass was the most famous of these witnesses. Douglass, in turn, assisted hundreds of runaways to freedom from his home base in Rochester, New York.

The political, moral, and financial effectiveness of the railroad was underscored in the congressional debates of 1850, out of which grew the Fugitive Slave Act of 1850. This extreme extension of federal power in the interest of slavery incited fierce protest in the North and set the fugitive slave clause of the Constitution against and over the Fourth, Fifth, and Sixth amendments. The railroad almost certainly provoked this political blunder.

In its final fifteen years, the influence of the underground Railroad increased due to continued resistance to the Fugitive Slave Act in the North, while simultaneously providing clandestine aid to fugitives and free blacks there, especially those subject to the racial violence that swept the region. The railroad disbanded when emancipation was assured by the Thirteenth Amendment to the Constitution.

Underground Railroad, in U.S. history, loosely organized system for helping fugitive slaves escape to Canada or to areas of safety in free states. It was run by local groups of Northern abolitionists, both white and free blacks. The metaphor first appeared in print in the early 1840s, and other railroad terminology was soon added. The escaping slaves were called passengers; the homes where they were sheltered, stations; and those who guided them, conductors. This nomenclature, along with the numerous, somewhat glorified, personal reminiscences written by conductors in the postwar period, created the impression that the Underground Railroad was a highly systematized, national, secret organization that accomplished prodigious feats in stealing slaves away from the South. In fact, most of the help given to fugitive slaves on their varied routes north was spontaneously offered and came not only from abolitionists or self-styled members of the Underground Railroad, but from anyone moved to sympathy by the plight of the runaway slave before his eyes. The major part played by free blacks, of both North and South, and by slaves on plantations along the way in helping fugitives escape to freedom was underestimated in nearly all early accounts of the railroad. Moreover, the resourcefulness and daring of the fleeing slaves themselves, who were usually helped only after the most dangerous part of their journey (i.e., the Southern part) was over, were probably more important factors in the success of their escape than many conductors readily admitted. In some localities, like Philadelphia, Cincinnati, Wilmington, Del., and Newport, Ind. (site of the activities of Levi Coffin), energetic organizers did manage to loosely systematize the work; Quakers were particularly prominent as conductors, and among the free blacks the exploits of Harriet Tubman stand out. In all cases, however, it is extremely difficult to separate fact from legend, especially since relatively few enslaved blacks, probably no more than a few thousand a year between 1840 and 1860, escaped successfully. Far from being kept secret, details of escapes on the Underground Railroad were highly publicized and exaggerated in both the North and the South, although for different reasons. The abolitionists used the Underground Railroad as a propaganda device to dramatize the evils of slavery; Southern slaveholders publicized it to illustrate Northern infidelity to the fugitive slave laws. The effect of this publicity, with its repeated tellings and exaggerations of slave escapes, was to create an Underground Railroad legend that correctly represented a humanitarian ideal of the pre-Civil War period, but that strayed far from reality. The Underground Railroad was an informal network of secret routes and safe houses used by 19th century Black slaves in the United States to escape to free states and Canada with the aid of abolitionists who were sympathetic to their cause.[2] The term is also applied to the abolitionists who aided the fugitives.[3] Other various routes led to Mexico or overseas.[4] Created in the early nineteenth century, the Underground Railroad was at its height between 1850 and 1860.[5] One estimate[5] suggests that by 1850, 100,000 slaves had escaped via the "Railroad". Canada was a popular destination with over 30,000 people arriving there to escape enslavement via the network at its peak,[6] though US Census figures only account for 6,000.[7]

Political background

Even at the height of the Underground Railroad, fewer than one thousand slaves from all slave-holding states were able to escape each year, a quantity much smaller than the natural annual increase of the enslaved population. Though the economic impact was small, the psychological impact upon slaveholders of an informal network to assist escaped slaves was immense. Under the original Fugitive Slave Law of 1793, the responsibility for catching runaway slaves fell to officials of the states whence the slaves came, and the Underground Railroad thrived.

With heavy political lobbying, the Compromise of 1850, passed by Congress after the Mexican-American War, stipulated a more stringent Fugitive Slave Law. Ostensibly, the compromise redressed all regional problems. However, it coerced officials of free states to assist slave catchers if there were runaway slaves in the area, and granted slave catchers national immunity when in free states to do their job[8]. Additionally, free blacks of the North could easily be forced into slavery, whether they had been freed earlier or had never been slaves[9]. Suspected slaves were unable to defend themselves in court, and it was difficult to prove a free status. In a de facto bribe[10], judges were paid more ($10) for a decision that forced a suspected slave back into slavery than ($5) for a decision that the suspected slave was in fact free. Thus, many Northerners who would have otherwise been able and content to ignore far-away regional slavery chafed under nationally-sanctioned slavery, leading to one of the primary grievances of the Union cause by the Civil War's outbreak[11].

Structure

The escape network was solely "underground" in the sense of being an underground resistance. The network was known as a "railroad" by way of the use of rail terminology in the code[12]. The Underground Railroad consisted of meeting points, secret routes, transportation, and safe houses, and assistance provided by abolitionist sympathizers. Individuals were often organized in small, independent groups, which helped to maintain secrecy since some knew of connecting "stations" along the route but few details of their immediate area. Escaped slaves would move along the route from one way station to the next, steadily making their way north. "Conductors" on the railroad came from various backgrounds and included free-born blacks, white abolitionists, former slaves (either escaped or manumitted), and Native Americans. Churches also often played a role, especially the Religious Society of Friends (Quakers), Congregationalists, Wesleyans, and Reformed Presbyterians as well as certain sects of mainstream denominations such as branches of the Methodist church and American Baptists.

Many people associated with the Underground Railroad only knew their part of the operation and not of the whole scheme. Though this may seem like an unreliable route for slaves to gain their freedom, hundreds of slaves obtained freedom to the North every year.

The resting spots where the runaways could sleep and eat were given the code names “stations” and “depots” which were held by “station masters”. There were also those known as “stockholders” who gave money or supplies for assistance. There were the “conductors” who ultimately moved the runaways from station to station. The “conductor” would sometimes act as if he or she were a slave and enter a plantation. Once a part of a plantation the "conductor" would direct the fugitives to the North. During the night the slaves would move, traveling on about 10–20 miles (15–30 km) per night. They would stop at the so-called “stations” or "depots" during the day and rest. While resting at one station, a message was sent to the next station to let the station master know the runaways were on their way. Sometimes boats or trains would be used for transportation[13].

Traveling conditions

Although the fugitives sometimes traveled on real railways, the primary means of transportation were on foot or by wagon.

In addition, routes were often purposely indirect in order to throw off pursuers. Most escapes were by individuals or small groups; occasionally, such as with the Pearl incident, there were mass escapes. The majority of the escapees were young bondmen, usually artisans from border states who believed their skills gave them a chance of survival in the North. The journey was often seen as too arduous and treacherous for women or children to complete. Many fugitive bondmen, however, who escaped via the Railroad and established livelihoods as free men, later purchased their wives, children, and other family members out of slavery. Because of this, the number of former slaves who owed their freedom at least in part to those who operated the Underground Railroad was greater than the many thousands who actually traveled its secret routes.

Due to the risk of discovery, information about routes and safe havens was passed along by word of mouth. Southern newspapers of the day were often filled with pages of notices soliciting information about escaped slaves and offering sizable rewards for their capture and return. Federal marshals and professional bounty hunters known as slave catchers pursued fugitives as far as the Canadian border.[14]

The risk was not limited solely to actual fugitives. Because strong, healthy blacks in their prime working and reproductive years were highly valuable commodities, it was not unusual for free blacks — both freedmen (former slaves) and those who had lived their entire lives in freedom — to be kidnapped and sold into slavery. "Certificates of freedom" — signed, notarized statements attesting to the free status of individual blacks — could easily be destroyed and thus afforded their owners little protection. Moreover, under the terms of the Fugitive Slave Law of 1850, when suspected fugitives were seized and brought to a special magistrate known as a commissioner, they had no right to a jury trial and could not testify in their own behalf, since technically they were guilty of no crime. The marshal or private slave-catcher only needed to swear an oath to acquire a writ of replevin, for the return of property.

Nevertheless, Congress believed the fugitive slave laws were necessary because of the lack of cooperation by the police, courts, and public outside of the Deep South. States such as Michigan passed laws interfering with the federal bounty system, which politicians from the South felt was grossly inadequate, and this became a key motivation for secession.[citation needed] In some parts of the North slave-catchers needed police protection to carry out their federal authority. Despite their resistance to pro-slavery laws several states still made blacks unwelcome. Indiana went as far as to pass a constitutional amendment that barred blacks from settling in that state.

Terminology

Members of The Underground Railroad often used specific jargon, based on the metaphor of the railway. For example:

  • People who helped slaves find the railroad were "agents" (or "shepherds")
  • Guides were known as "conductors"
  • Hiding places were "stations"
  • Abolitionists would fix the "tracks"
  • "Stationmasters" hid slaves in their homes
  • Escaped slaves were referred to as "passengers" or "cargo"
  • Slaves would obtain a "ticket."
  • Just as in common gospel lore, the "wheels would keep on turning"
  • Financial benefactors of the Railroad were known as "stockholders".[15]

The Big Dipper asterism (whose "bowl" points to the North Star) was known as the drinkin' gourd. The Railroad itself was often known as the "freedom train" or "Gospel train," which headed towards "Heaven" or "the Promised Land," i.e., Canada.

William Still[16], often called "The Father of the Underground Railroad", helped hundreds of slaves to escape (as many as 60 a month), sometimes hiding them in his Philadelphia home. He kept careful records, including short biographies of the people, that contained frequent railway metaphors. He maintained correspondence with many of them, often acting as a middleman in communications between escaped slaves and those left behind. He then published these accounts in the book The Underground Railroad in 1872.

According to Still, messages were often encoded so that messages could only be understood by those active in the railroad. For example, the following message, "I have sent via at two o'clock four large hams and two small hams", indicated that four adults and two children were sent by train from Harrisburg to Philadelphia. However, the additional word via indicated that the "passengers" were not sent on the usual train, but rather via Reading, Pennsylvania. In this case, authorities were tricked into going to the regular train station in an attempt to intercept the runaways, while Still was able to meet them at the correct station and guide them to safety, where they eventually escaped either to the North or Canada.

Folklore

Since the 1980s, claims have arisen that quilt designs were used to signal and direct slaves to escape routes and assistance. According to advocates of the quilt theory, there were ten quilt patterns that were used to direct slaves to take particular actions. The quilts were placed one at a time on a fence as a means of nonverbal communication to alert escaping slaves. The code had a dual meaning: first to signal slaves to prepare to escape and second to give clues and indicate directions on the journey.[17]

The quilt design theory is disputed. The first published work documenting an oral history source was in 1999 and the first publishing is believed to be a 1980 children's book,[18] so it is difficult to evaluate the veracity of these claims, which are not accepted by quilt historians or scholars of antebellum America.[citation needed] There is no contemporary evidence of any sort of quilt code, and quilt historians such as Pat Cummings and Barbara Brackman have raised serious questions about the idea. In addition, Underground Railroad historian Giles Wright has published a pamphlet debunking the quilt code. Scholars note that rural Americans hardly had to be told which way was North, since the sun rose daily in the East.

Many popular, nonacademic sources claim that spirituals and other songs, such as "Steal Away" or "Follow the Drinking Gourd," contained coded information and helped individuals navigate the railroad, but these sources offer very little evidence to support their claims. Scholars who have examined these claims tend to believe that while the slave songs may certainly have expressed hope for deliverance from the sorrows of this world, these songs did not present literal help for runaway slaves.[19]

The Underground Railroad did spur cultural works, though. For example, a song written in 1860 about a man fleeing slavery in Tennessee by escaping to Canada, entitled Song of the Free, was composed to the tune of Oh! Susanna. Every stanza ends with a reference to Canada as the land "where colored men are free". Slavery in Canada had been in rapid decline after an 1803 court ruling, and abolished outright in 1834.

Legal and political

When frictions between North and South culminated in the American Civil War, many blacks, slave and free, fought with the Union Army. Following passage of the Thirteenth Amendment, in some cases the Underground Railroad operated in reverse as fugitives returned to the United States.[citation needed]

Estimates vary widely, but at least 30,000 slaves, some say more than 100,000, escaped to Canada via the Underground Railroad.[6] The largest group settled in Upper Canada (called Canada West from 1841,[20] and today Southern Ontario), where numerous Black Canadian communities developed. These were generally in the triangular region bounded by Toronto, Niagara Falls, and Windsor. Nearly 1,000 refugees settled in Toronto, and several rural villages made up mostly of ex-slaves were established in Kent County and Essex County.

Another important center of population was Nova Scotia, for example Africville and other villages near Halifax, see Black Nova Scotians. Important black settlements also developed in other parts of British North America (now parts of Canada). These included Lower Canada (present-day Quebec) and Vancouver Island, where Governor James Douglas encouraged black immigration because of his opposition to slavery and because he hoped a significant black community would form a bulwark against those who wished to unite the island with the United States.

Upon arriving at their destinations, many fugitives were disappointed. While the British colonies had no slavery after 1834, discrimination was still common. Many of the new arrivals had great difficulty finding jobs, in part because of mass European immigration at the time, and overt racism was common. For example, the charter of the city of Saint John, New Brunswick was amended in 1785 specifically to exclude blacks from practicing a trade, selling goods, fishing in the harbour, or becoming freemen; these provisions stood until 1870.[21]

With the outbreak of the Civil War in the U. S., many black refugees enlisted in the Union Army and, while some later returned to Canada, many remained in the United States. Thousands of others returned to the American South after the war ended. The desire to reconnect with friends and family was strong, and most were hopeful about the changes emancipation and Reconstruction would bring.
